It won't na cuz it doesn't HV ions the rest will cuz they do..
there is no free electrons present & can also be said that no ions are present in it

I guess the water from the he well and handpump will conduct electricity because they are collected from the ground

the water of well n handpump would conduct electricity because it contains some amount of salt in it ...
A distilled water does not conduct electricity because of there is no salt present in it . Same case in River water aslo ...
we can make all the conducting electricity by adding some salt in it
