Yes, stagnation of sewage in our surroundings is harmful because... flies and mosquitos breed on it....
they come and rest on street food which is uncovered and cause many diseases....

Yes I support to this statement. It is because, sewage is the liquid content which comprises of wastes of different sources such as domestic, industry, animal, human etc. It has foul smell and is habitat for various disease causing microorganisms.  

When sewage gets stagnated in an environment, it leads to spread of much contagious disease which is caused by microorganism. It also promotes the breeding of mosquitoes which makes the situation even worse as these mosquitoes act as carriers of many communicable diseases.
