This is all because of friction. Because there is interlocking between the surface of the tyre and the road. When he starts cycle he needs more force because he has not overcome the interlocking of the tyre and road. But when his cycle is in motion he has overcomes interlocking that's why he has to apply less force when cycle is in motion.
