A plastic comb when rubbed with dry hair gets charged. This is because the electrons present in our hair particles move to the comb and the comb has excessive negative charge which means that the comb has net negative charge.
The charge remains static as there is no conducting medium for it to move.
A metallic comb does not get charged. This is because metals are good conductor of electricity.
