It is due to eletrostatic force . plastic comb charged easily but not the metal comb because it metal which contains electrons.

A plastic comb when rubbed with dry hair gets charged. This is because the electrons present in our hair particles move to the comb and the comb has excessive negative charge which means that the comb has net negative charge.

The charge remains static as there is no conducting medium for it to move.

A metallic comb does not get charged. This is because metals are good conductor of electricity. When the metal comb is rubbed against hair , electrons transfer from the hair to comb but as soon as it enters the comb , as the comb is a conductor , it further conducts this charge to our body and then to the charge gets transferred to earth.
