yes it is because when rainfall winds enter India in Western part of India, due to the Western Ghats all the moist were out because its a windward side and then if the remaining wind is higher then it can enter the India. similarly in Eastern part of India there is no such higher hill , to stop the flow of wind, when the garo, naga and mizo hills arrives then that part gets an intense rainfall.

Eastern coast receives less rainfall than western coast.

On western coast The Arabian Sea branch of monsoon the Western Ghats. The Western Ghats are higher this forced the monsoon winds to shed their moisture this makes the Western Ghats an area of heavy rainfall.

The eastern coast on the other hand gets strikes by the Bay of Bengal branch of monsoon, but the Eastern Ghats are not as high as the Western Ghats thus the eastern coast not receives as much rainfall as the Western coast.
