By general definition solutions having high replaceable hydronium concentration can be called acid. Here sol. A has more h3o+ concentration than sol. B; and sol.A turns pH paper orange. If we look at the pH colour range of pH paper, it can be concluded the pH of sol. A is 2.

Sol. B , as it turns pink in presence of phenolphthalein it is basic, we can't tell a sharp pH of sol. B but by the options; it is 14. And the correct option is c)2,14.

I can't understand the second part.
