Rajkumar Shukla had come to the Congress Session to complain about the injustice of the landlord system in Bihar and to take Gandhiji to Champaran. He met Gandhiji who could not give him any appointment at that time because he had to visit Cownpore and many other places of India. Therfore option (b) could be the most suitable answer.
