Rarer means there are fewer particles per unit volume. Denser means there are more. So rarer is lighter, denser is heavier. Gas is rarer than liquid which is rarer than solids.
I think the density also depends on what kind of particles are present. The higher the atomic numbers of the elements present, the more dense the material will be, because the more subatomic particles and hence the more mass each atom will have. So basically density isn’t exactly number of particles per volume, it’s mass per volume.
Also I think the chemical structure of the molecules determines how tightly the atoms are packed together into molecules. Notice that the densest substance on Earth is osmium, a metal, but it doesn’t have nearly the highest atomic number of all the elements, so it also depends on how the atoms are arranged..
