Rate of evaporation decreases with the increase in humidity because, during a humid climate, the air will be already ladened with moisture. So, the tendency of the atmosphere to absorb more water will decrease.

This can be easily understood by taking the example of a sponge. If we dip a dry sponge in water it will easily and readily absorb water but if we dip an already wet sponge in water it won't absorb much water.

Just like a sponge the atmosphere also has a limit to absorb water which cannot be crossed.
