The abuse of the elderly within the family is no longer a deep, dark secret. Statistics have it that 47.3% of abuse perpetrated on senior citizens is by their own children. Even more shocking is that 25.6% of this abuse takes a physical form.

A lack of awareness as well as a need to protect the "good name of the family often prevents the elderly to come forward and report cases of abuse, thus compounding the problem. Says Dr. Abha Chaudhary, founder member of Anugrana, an old-age home in Patparganj, “Nobody wants to say that they are being abused by their children. Statistics show that a shocking 92% of the elderly would prefer to keep silent and take the abuse than report the matter to the police”.

Adds a spokesperson of Help Age India, "There is no legal recourse that the elderly can take. While the Senior Citizens Cell by Delhi Police exists, the fact is that the elderly are one of the most vulnerable sections of society."

The reasons are many but the primary motive is often financial. The HelpAge spokesperson
cites the example of a senior citizens' association in Greater Kailash that HelpAge works with, where a majority of the complaints deal with pressure from children to sell the house.

"Most houses here are owned by the senior citizens, who are under pressure to estate value is high, and move to the suburbs. However, moving to a new place who are under pressure to sell as real traumatic experience for them,” she adds.

At times, it's more than simple economics. For instance, Sushila complains of being prisoner in her own house. With her children working, she's kept locked in the house they return. She says, "When I want to hear a human voice, I turn on the TV. Sushilas son explains that leaving the house unlocked is too unsafe for his mother. Security here comes at a price, obviously.

The most vulnerable, according to Dr Chaudhary, is the educated middle class. "Though most cases are reported by neighbours, they also don't want to get involved. In fact, it's the lower classes which are more open to reporting abuse against the elderly," she adds. She cites instances of abuse where the elderly have been denied food, medical care and other basic amenities by their families. "Most complain of being treated like pieces of furniture," adds the social worker.

To ensure that children take care of their parents, the Central Social Welfare Ministry has been trying to get the bill for mandatory maintenance of parents passed for some time. The bill will go a long way towards lessening the marginalising of senior citizens, feel NGOs.
