A.) The habit is called uncomfortable because the general is guilty that he is getting an advantage by doing the fellow staff responsibility before they do it.

This habit is uncomfortable to him because he suffers the guilty of leaving his fellow officers.

B.) This means that the general got an advantage over his fellow staff by leaving them and inspecting the men work before they could do it.
