First of all, you should know what is valency? Valency is the combining capacity of an atom.We know that the valency of nitrate is 1. But the atoms of nitrate ion take one electron to fulfill the octet I.e.the outermost shell. So the atoms which donate electrons have positive sign with their valency and the atoms which take electrons have negative charge. So this reason behind this.

DO ASK DOUBTS..

Ananyasaxena: as you can see the structure of nitrate ,the covalent structure
Ananyasaxena: please answer the question by referring that structure
Ananyasaxena: in nitrate nitrogen forms double bond with one oxygen and dative Bond with another
Ananyasaxena: so I want to know the fact that derives the negative sign
