One of the issues is which country are you referring to? US, China, India, Egypt or Ivory Coast? Each has a very different economic and social dynamic, so no single solution will work for everyone.

In general, most cultures who are trying to slow the rural-flight problem try to address the solution through some kind of incentive to remain (agricultural support, micro loans) in a rural community or make moving to a urban area very difficult (highly priced and constrained housing and food for instance).

Improving electrical and communications infrastructure can do a lot to keep people out of cities by making markets more available to them. Improving roads between cities and towns is another way to help rural communities access urban markets. Often populations move from rural to urban centers in any culture because more services are available. Often the cost of providing services are lower in cities due to the cost of starting the service can be spread across a larger service base than in a rural community.

As much as we want to keep our populations spread out, the move from rural to urban centers has been going on since before 1000 AD. Certainly, the acceleration began after 1950 as a global expansion first began. That is not very likely to stop anytime soon, for any reason.
