Rectangular piece of land measures 0.7 km by 0.5 km 
perimeter=2(length +breadth)
                 =2(o.7+0.5)
                  =2*1.2
                  =2.4km
therefore length of the wire needed is 2.4km
each side=2.4*4
                 =9.6km

FIRST WE HAVE TO TAKE OUT THE PERIMETER THAT IS 2(0.7+0.5)
                                                                                                     = 2.4KM
 THEN WE HAVE TO MULTIPLY IT BY 4= 2.4 x 4
                                                                   = 9.6KM
