area of the roads = (area of road parallel to length + area of road parallel to breadth) - (area of the square formed at the intersection of both roads)

so, area of the roads = {(700×10) + (300×10)} - (10×10) sq. metres

= {(7000+3000)-(100)} sq. metres

= (10000-100) sq. metres

= 9900 sq. metres

now, area of park excluding roads = area of whole park - area of the roads

= (700×300) - 9900 sq. metres

= 210000 - 9900 sq. metres

= 200100 sq.metres

= 200100/10000 hectares (1 hectare = 10000 m2)

= 20.01 hectares
