The ticket-collector looked closely at the tortoise, prodded it with his forefinger, gave Grandfather a pleased and triumphant look, and said, “No charge. It is not a dog.”

(a) The ticket collector looked closely at the tortoise to see if it was a dog or not as a dog would cost the passenger to pay a sum of 2 rupees.

(c) the tc gave grandfather  a pleased and triumphed look because he figured out that the tortoise was not a dog and did not need a charge.

(b)  The tc examined the tortoise closely and prodded it with his forefinger.

(d) The charges were waived by the tc because a dog needed to be charged for travelling in the train. But Toto was a monkey and still  the tc thought of it as a dog and asked for money.
