No . Total Internal Reflection is a special case of Refraction and there is 0% loss in intensity of light . But in normal Reflection there is some loss in intensity of light

No they are not same because reflection is a the ray which comes back
the light internally scattering is called total internal reflection
the light internally scattering is called total internal reflection
