Ever since the formation of the Indian National Congress (INC) in 1885 and later, the Muslim League (ML) in 1906, the relationship between the two had been strained. In 1940, the Muslim League met at Lahore and decided to break free from India by demanding independent Muslim states in the Northwest and East of India.

The British also instigated suspicion and disagreement between the two largest political parties of India. In 1946, the Mahatma Gandhi – Jinnah talks broke down, which resulted in communal riots and several thousand deaths.
