It can be defined as motion of an object with respect to a given frame of reference which can be either inertial or non-inertial.

Relative motion is defined as the motion of an object with respect to either another object or a frame of reference.

Example:- If someone say you're at rest then they are saying it with relation to their position and suppose if you're sitting but still someone say you're moving then maybe they are moving and with respect to that person you're moving for him.
Hope it helps.
