Relative pronouns is used to specify something or someone that u knew from before. This thing we can understand from the name "relative" which means that it was related to u from before. The pronoun can be whom, which, where etc. Now u may ask what is the difference between relative and Interrogative pronons. In that case, u have to understand through the examples and the situation
