We can say a metal peice is a magnet when one end gets repelled and the other attracts as unlike poles attract and like poles repel. To test if a metal bar is a magnet or not we should bring one pole of a magnet close to the ends of a metal bar, one end at a time. If one end is attracted and the other repelled the metal bar is a magnet . If both the ends are attracted, the metal bar is not a magnet. Thus, repulsion and not attraction is a sure test for magnetism.
