Congrats to your Mom! I would think of this as writing a letter rather than thinking of it as writing a speech. Maybe, an open letter to your mother? Anyway, here is an outline I often suggest for toasts and a retirement speech like this is really a variation of a retirement toast.
Introduce yourself and your relationship to your mother.
Thank the audience for being in attendance, mention how their presence is a tribute to all of your mother's hard work.
Tell an anecdote about your childhood that reflects the values, personality, or other qualities of your mom.
Tell a story about her teaching that you know that demonstrates her dedication or what she meant to her students.
Address your mother directly and tell her how much she has meant to you and her students. Maybe present a calculation of how many lives she's touched over the years (estimate of total students).
Tell her how proud you are of her and wish her a happy retirement. I would mention that although this chapter is closing, another is just begin
