Hence the required construction of quadrilateral ABCD.

Steps of construction:

Draw a line AB with a scale of 3 cm.

From a point B draw an arc with a scale of 4 cm

From a point A draw an arc with a scale of 6.5 cm such that, this arc intersects with the arc drawn from point B.

Mark a point of intersection of arcs  from points A and B as C.

From point C draw an arc of length 5 cm.

From a point B draw an arc with a scale of 7.5 cm such that, this arc intersects with the arc drawn from point C.

Mark a point of intersection of arcs  from points C and B as D.

Hence the required quadrilateral ABCD.
