rights are rights than why do we call some rights as fundamental rights?

We call Fundamental rights because these are the rights which every person in the country must follow and if the didn't follow means then government Could punish them.... But in other rights it is not necessary that all person should follow

We call it as fundamental rights..because its the basic rights that every citizen should should get ..without any delay..Every citizen of a country should enjoy these rights equally..all other rights are also important..but its not the basic rights..
