Transportation is about moving things as cheaply as possible.  Water transportation is almost always cheaper than any other way of moving things, as long as you don't mind the slower speed (the time it takes to get there is part of the cost).

With water transportation (and in fact trucks and airplanes too), bigger is almost always cheaper per amount of cargo carried.

Many European rivers are deep enough and wide enough for barges and even small ships.  In addition to the natural rivers, there are several man-made canals that connect rivers and ocean ports.  These allow vessels to travel from/to ocean ports on the coasts to many places within continental Europe.

Answer:

The rivers of Europe are suitable for internal navigation because most of the rivers that flow into this region are large and flow across many European countries.
