So,
Luggage fee will be = 1400 - 1250
= 150
Increase in tickets cost = 150
Percentage increase in tickets cost is given by

Original cost = 1250
%age increase = 150/1250  x 100
%age increase = 3/25  x 100

%age increase = 3 x 4 = 12
