I will divide all the balls in three groups containing three balls each. Let's say the three groups to be set 1, 2 and 3.

We know that the heavier ball is in one of the three sets.

Now I will put the set 1 and set 2 balls on two sides of the two-pan balance.

Here possibility of the heavier in set 1,2 and 3 is equal. Hence creating three cases. We will look in all the three cases one by one.

Case 1 : heavier ball in set 1

Now as heavier ball is in set 1. The side which we kept the set 1 balls must be lowered as compared with the side of set 2 balls.

After that we will take two balls from set 1 and keep them in two sides of the two pan ballance. If the heavier ball is from one of the two used in the Ballance we will get that directly as one of the side will be lowered. And if the pan is in equal height the left out ball from set 1 is heavier one.

Case 2 : heavier ball in set 2

Now as heavier ball is in set 2. The side which we kept the set 2 balls must be lowered as compared with the side of set 1 balls.

After that we will take two balls from set 2 and keep them in two sides of the two pan ballance. If the heavier ball is from one of the two used in the Ballance we will get that directly as one of the side will be lowered. And if the pan is in equal height the left out ball from set 2 is heavier one.

Case 3 : heavier ball in set 3

Now as heavier ball is in set 3. Both the sides of the two pan ballance is on same height. From which we can conclude that the heavier ball is in set 3.

After that we will take two balls from set 3 and keep them in two sides of the two pan ballance. If the heavier ball is from one of the two used in the Ballance we will get that directly as one of the side will be lowered. And if the pan is in equal height the left out ball from set 3 is heavier one.

And we in all the cases used the two pan ballance only twice. Once two find out which one of the three set containa the heavier ball. And second time when we took the two balls from the respective set which contains the heavier ball.
