The political and administrative division of early south India was a unique one and efficient one. The empires in south India like Chola empire was divided into Mandalam which was further divided into Valanadu (District) and the Valanadu was further nadu comprising of almost 10 villages. Nagaram was a commercial town.
Valanadu and nadu were basically the revenue units and they also looked after the administration of the area as well.
Nagaram was a commercial town where the business activities and supply of goods and services took place.
