The Rowlatt act was brought into existence in the year 1919 named as Montagu-Chelmsford Reforms. The British colonial government in India took the initiative to do so. There were two main features of this act. They are:-
1. There were two houses in the Central Legislative Council. They are Imperial legislative and the Council of States.
2. Dual government system has to be followed by the provinces. It is also called as Dyarchy.
