We know that rubber has great property of elasticity, and rubber ball have same property of elasticity so when rubber ball struck or hits the hard ground due to compression in it ball squished and bounce because of its elasticity it again backs in its original shape and size .

When we strike a rubber ball against hard floor the ball exert a force (Action) on the floor.

According to Newton's Third Law 0f Motion,

The floor exerts an equal and opposite force (Reaction) on the floor. The rubber ball being light bumps black.
