It is because the solution of ammoniain water actually results in the better formation of some ammoniumhydroxide. When it comes toammonium hydroxide, it is actually basic in nature as well as turns redlitmus blue. Dry ammonia does notgive rise to OH- ions. So there is noaction on litmus paper.
