salts are formed by the neutralization of acid and base. then why are the salts formed not neutral always?​

Answer:

It’s actually like if stong acid react with a strong base it gives a neutral salt.

when a strong acid react with a weak base it forms an acidic salt.

when a weak acid react with a sting base it forms a basic salt.

For your better understanding take the following example,

consider an acid contain 10 atoms and a base contain 7 atoms.

when these reacts the 7 base atoms can only neutralise 7 acid atoms. The remaining 3 acid atoms hence makes the salt acidic.
