Hey frnd ur answer
When tracks are covered with snow , they have negligible friction and it is impossible to walk or drive the vehicles. When sand is thrown on tracks, force of friction is increased. Aristotle's law of motion states that an external force is required to keep the body in motion.

When the track is filled with snow, their is a friction so it is impossible for any transportation to drive but when the sand is pour into the track , it has more friction than snow so that's why sand is spread on track covered with snow
