Yes, Saudi Arabia does not treat its citizens equally as it employs discriminated rules based on religion and gender. Some of the reasons for such disparity is:

a) The rules and laws are very stringent in Saudi Arabia in order to protect the human rights enforced by the Wahhabi religious laws which are extremely strict and not very identical for all the citizens.  

b) The families have to abide by the male guardian system, wherein women are not allowed to take decisions and are under the guardianship of the male.  

c) Men and women do not hold the same status and powers. There are numerous restrictions on women.

d) People of certain communities are not eligible to serve the defense services and to hold prominent positions.
