Ooookay. So… two things.
First… the sun doesn’t rise. Okay. So one half of the earth is going to get very hot, one half is going to get very cold, and everything in the middle is going to have some halcious wind storms as the pressure redistrubutes from warm to cold. Whenever temperatures are about the same is where survivors will have to relocate. So all the countries you know? Gone. Most of the culture you know? Gone. and all that is assuming that the force of the earth stopping doesn’t fling everyone on the crust, and the crust itself, out into space.
Second… sun disappears. Hoooo boy. Short answer, everyone dies. But lets say that we knew this was going to happen. Well, the earth’s core is nice and hot, and will be for the next billion years. Theoretically you could go underground and use the extreme temperature difference between the core and the surface to produce light to power everything. The surface of the oceans would freeze, but it’s possible liquid water would remain under miles of ice. Any walk outside would be in a space suit as it would be a balmy 3–5 degrees above absolute zero. Say goodbye to the rest of the solar system as everything in to starts to travel in a straight line outwards. We’d still keep the moon though… we wouldn’t be able to SEE it, but it’d still be there. Politically, the sky is the limit. One culture? Many? Different layers? It’d be prime science fiction material.
Of course, you’d have to come up with an excuse for the sun disappearing. Stars don’t do that without going boom, generally, and whatever took out the sun would probably take us out too.

If the sun doesn't “rise” than that probably means the Earth has stopped spinning. ... However, if this happens slowly over a course of time, we wouldwitness the sun rising slower and slower till the day the Earth stops spinning and the sun doesnt rise at all.
