NEET is more of a disadvantage than advantage to State’s rights . As you can see in the wiki article provided, Education fell under “State List” and now it is being usurped by the Central government in order to cover the failure of Central government and some State governments in providing education to the people. The better off States which have developed higher education will pay a price in terms of reduced seats and clout in determining who gets access to the available seats in the state.
For a lot of reasons, some of the States in India have developed more number of higher education institutions than others. The quality of these institutions compared to international institutions is another topic. For now, these institutions serve the local populace.
Each State in India has its own requirements and challenges that are met by State level policy. For example, J&K reserves 50% of medical seats for women from the state. TN has favored reservation based on caste and other factors up to 69% of seats available and has used the +2 scores for admission. Such policy making at the State level is destroyed by this overzealous intervention.
For example, a state like Tamil Nadu that has significant number of private institutions which were widely accessed by students from Tamil Nadu will end up losing them to non-TN students.
NEET is based on CBSE/ICS syllabus and this will affect the TN students from competing on an equal footing.
NEET will help students who have the money to access training in urban areas and thus the rural populace will be disadvantaged.
Non-English/Non-hindi populace will slowly lose their control over education in their State as the Central government encroaches with rules and amendments that favor English/hindi speakers.
If the Central Govt., is truly concerned about the backward states, it can work on assisting the backward states rather than stealing from the better-off states. In my opinion, this is just another step implemented by the Central Government to steal the rights of State and its people.
