Do not get enough sunlight.
Seeds have food stored in them received from parent plant and oxygen is present between the soil particles at lower levels but since these seeds when germinate are very fragile they can't cross the soil barrier if sown deep in soil and therefore do not get sunlight which is not stored in them and do not germinate.
