Seemapuri is on the periphery of delhi and yet miles away from it. Why does the auther say so?

Delhi is a very advanced and well-developed city with all basic facilities available. Seemapuri, even though located on the periphery of Delhi (location-wise), lacks all the basic amenities and is in a very poor condition. The difference in progress/facilities of Delhi and Seemapuri is huge therefore, the author uses the phrase "miles away".
