In rural areas, social leaders are kind of leaders of different social organizations that are located in the villages. These leaders command influence because they are highly involved in the process of development of the people and the surroundings in the villages.

The National Commission on Agriculture has taken many different steps to strengthen the administration for agricultural extension in the states. The committees elect different leaders at different levels to carry out the needed responsibilities.

Most of these leaders are from low caste backgrounds who volunteer at the educational institutions, panchayats, etc to become or support an influential leader for recognition and power.
