Machiavelli’s theory is that for successful tuling of a state, the rulers will have to be ruthless, as according to him fear alone will keep people from indulging in non- law-abiding tendency.

His point is benevolent dictatorship without showing benevolence outwardly is what is required to be successful.

To ensure this, the rulers should never give any room for religious influence in politics, which can be an impediment.
