This is alternating addition series.
'21' repeats itself at regular positions which are multiples of 3. i.e at 3rd,6th,9th and so on. We have 8 and 11 in first and second positions before the first '21' at 3rd position. After the first '21', we can see '15' which is equal to 8+(7) and then '18' i.e 11+(7). That means 8 and 11 in first and second place are incremented by 7 to get the next corresponding numbers after every '21' . Now, it is obvious that 15+(7) =22 which is positioned after second '21' and so next number is 18+(7)= 25 and then comes '21' again and the series goes on.
