because the lord Krishna is the avatar of lord Vishnu ,and all the strength which lord Indra have,is given by him only.and at that time lord Indra ,is having attitude for his strength.and lord Krishna want to break it.thats why lord Krishna told to bow mountain govardhan,not to lord Indra.
