There are two possibilities :-
Either the word" to "should not be there in the question or there should be another word "wear" after the word "to"
*if the word "to" is absent then the sentence will be :-
She told her brother that she wanted his clothes in the morning.
*if the word "wear" is present after "to" then the required sentence is :-
She told her brother that she had wanted to wear his clothes in the morning .
