As you know cherrapunji is situated in the south part of meghalaga whereas shillong is on north. So the wind carrying the rain which originates from bay of bengal travels upward towards meghalaya in the north direction. And also meghalaya is surrounded by three hills namely khasi hills, garo hills and jayantia hill. So when this wind enters meghalaya it first visit cherrapunji and because of these three hills most of the wind carrying moisture gets trapped inside and because of which they burst in cherrapunji making it the wettest place on earth, and some of this rain  eventually escapes these and travels to shillong and burst there making it less wet when compared to cherrapunji. But now even cherrapunji doesn't have the title of wettest place on earth,it has been given to Mawsynram now.
