You’re forgetting that air and water are two very different fluids. Air moves out of the way more easily, it doesn’t put up the same amount of drag as water. Try it yourself! Drag your hand through a bathtub full of water and you’ll feel you’ll have to push a lot of water out of your way, specially if you want to move it fast; if you do the same with air (just wave you hand up and down quickly), you’ll barely feel a breeze through your fingers.

Air is a lot less dense, so it takes a lot less power to propel any kind of vehicle to move it through air than through water.
