1- All the MLA's and MP's of the district are the associate members of the Zila parishad . In some states they do not have the right to vote .
2 - Certain seats are reserved for scheduled castes , scheduled tribes and women candidates .
3 - The deputy commisioner of the district is the ex - officio member of the zila parishad .

All the Panchayat samitis or mandals in a district together constitute the zilla Parishad. Most members of the zilla Parishad are elected . Members of the Lok Sabha and MLA's of that district and some other officials of other district level bodies are also it's members. Zilla Parishad chairperson is the political head of the Zilla Parishad.
