Zilla parishad is the highest level of panchayat system. The members are elected by common people for a term of 5 years. Some seats are reserved for sc, ST, OBC and women. The parishad is headed by president and a vice-president. It has functions like maintaining roads and other infrastructure, providing essential services (water,electricity etc) to the people, and as the people are mostly farmers, advising them about seeds, soil management and correct use of chemicals and machinery, and providing education. They collect taxes for revenue.

Zilla Parishad is at the apex of the Panchayti Raj system. Zilla Parishad is established at the district level. It is known by different names.

It comprises:

1.Chairman of all Panchayat Samitis in the district.

2.All the M.L.A.s and M.P.s of the district are the associate members of the Zilla Parishad. In some states they do not have the right to vote.

3.Certain seats are reserved for scheduled castes, scheduled tribes and women candidates.

4.Representatives of co-operative societies and municipalities of the district are also its members.

5.The Deputy Commissioner of the district is the ex-officio members of the Zilla Parishad.

Tenure- The tenure of the Zilla Parishad is not the same in all the states. In the majority of the states the tenure of Zilla Parishad is five years.
