This paper asks the question: what determines the differences in inequality –the distribution of income before taxes and transfers– and redistribution –the effects of the tax/transfer system and more widely the operations of the welfare state– across advanced countries? The question is couched in terms of income distribution, but income distribution cannot be analysed without bringing in the distribution of education outcomes –both as cause and consequence.
