Should a government or monarch ever use violence to quell dissidence? Explain your reasoning.

Any Government or monarch that has ever used violence to quell dissidence never came to power again ever. In the past monarchs who used violence became notorious and people turned against the throne and rose in mutiny.  

Similarly, any Government that tried to quell dissidence using violence was never elected again. People have the right to express their opinions. Government can’t suppress people’s voice. It is against the democratic principles. People don’t like violence. It is unethical and unjust. Any monarch or Government that uses violence doesn’t deserve to be in power.
