Humans have the capability to kill other humans with or without guns. They have been killing each other before guns were invented. Literally anything can be used to kill someone.

Guns aren’t magic, they don’t turn people into killers just because they happen to be in the vicinity. So, the same thing that stops you from beating someone to death with a hammer, or just strangling them with your bare hands, is the same thing that would stop you from shooting someone.

For most people it is their morals, the understanding that it is wrong to kill someone with no provocation. For other people, it is the fear of punishment from the law and government. Either way, these things are not changing under the conditions of your question.

So, what might change is that the number of gun accidents (which is really small in most countries where guns are accessible as it is) will go down a little bit. You also might have a slight decrease in the number of successful mass murders, since the likelihood of an armed response would be higher. And that’s really about it.
